Yes. Scout is Apache 2.0 licensed open source. Every feature — PII detection, kill switch, budget enforcement, policy engine, dashboard — is free. No feature gating, no trials, no credit card.

Does adding Govrix require code changes?

Accepted Answer

No. You set one environment variable: OPENAI_BASE_URL=http://your-govrix:4000. That's it. No SDK changes, no agent code changes.

What's the performance overhead?

P50 latency is under 1ms added, P99 under 5ms. The hot path is written in Rust with hyper directly — it's faster than most production proxies.
